The John R.
Justice (JRJ) Program provides loan repayment assistance for state and
federal public defenders and state prosecutors who agree to remain
employed as public defenders and prosecutors for at least three years.
Named for the late John Reid Justice of South Carolina, Congress
enacted the John R. Justice Prosecutors and Defenders Incentive Act,
codified at 42 U.S.C. 3797cc-21, to encourage qualified attorneys to
choose careers as prosecutors and public defenders and to continue in
that service. Student loan debt is consistently cited as the
overwhelming reason why attorneys decline or leave positions as
prosecutors and public defenders. The JRJ Program is administered by
the U.S. Department of Justice, Office of Justice Programs, Bureau of
Justice Assistance (BJA), and the State of Alabama, Office of
Prosecution Services is the elected State Administering Agency.The Office of Prosecution Services was established by an act of the Alabama State Legislature, Code of Alabama, 1975 Section 12-17-230.
Randall I. Hillman, Executive Director of The Office of Prosecution Services since 2003 is a graduate of Cumberland School of Law. Prior to his appointment to OPS, he was Chief Prosecutor for Alabama's 18th Judicial Circuit.
